No, the Big 12 put a one year limit on it until it could be reviewed by the NCAA. The NCAA's official statement was that under current rules it was a violation. So unless the NCAA changes their rules, I don't see it happening, and getting everyone to agree in the NCAA is a joke anyway
In a conference call following a meeting of the NCAA board of directors, NCAA president Mark Emmert said the governing body's staff had concluded that televising events involving high school athletes was impermissible under existing NCAA bylaws.
Though not unexpected — Big 12 athletic directors unanimously agreed Aug. 1 on a minimum one-year moratorium on such telecasts — the NCAA ruling means the Longhorn Network can't carry high school football games like it had planned.

This is also what's taking so long with everybody getting it. ESPN is wanting it on either basic cable (like ESPN/ESPN2) or on a sports package. Rumor has it they're asking a charge of .40 per customer and apparently the remaining providers aren't wanting to ask they're customers to do so at this time. So who knows
I find it hard to believe that they're "working hard" on keeping the big 12 together. Who can they get to join? ND isn't going to and that's the only big name out there. So I think these four are trying to get the fuck out of dodge while the gettings good

OU will not be to get in the Pac-12 w/o Texas.. That is a done deal... NO TEXAS, NO OU to the Pac-12
Right now 4 possibly 5 presidents will vote NO on any expansion involving only OU & OSU.
Pac-12 officials will NOT allow just the LHN...It will become more of a regional network and Texas will NOT receive all of the revenue from ESPN on the deal involving the LHN.
Beebe has a standing job offer within the NCAA executive office, and 2 assistants will go with him the BIG XII office.
The offer is contingent upon him being terminated//fired as BIG XII commissioner.
ESPN has reached out to Beebe in order to help stabilize the BIG XII and possibly "sway" teams toward the BIG XII AS LONG AS TEXAS and OU remain.
TCU has been contacted as of SUNDAY, BYU has a standing offer, and we will accept upon the BIG XII outcome.

The league's presidents and chancellors voted late Tuesday night to reaffirm their decision to stay at a dozen members. Commissioner Larry Scott says "after careful review we have determined that it is in the best interests of our member institutions, student-athletes and fans to remain a 12-team conference."
Texas, Oklahoma, Oklahoma State and Texas Tech were among those considering a potential move from the Big 12. After expanding from the Pac-10 with new members Utah and Colorado last year, members of the new Pac-12 won't give them the chance.
The league already negotiated a landmark 12-year television contract with Fox and ESPN worth about $3 billion. And it appears plenty happy at a dozen.

Missouri to the SEC too?
The University of Missouri is reportedly headed to the SEC after all.
The SEC has informally agreed to add Missouri to the conference and move Auburn to the SEC East, according to a report in the Birmingham News.
The News, citing two sources familiar with the discussions, said a majority of SEC presidents have endorsed the agreement, though a timetable for the move remains unknown. Missouri would become the conference's 14th member, as the SEC already plans to add Texas A&M as the 13th member.
Earlier Tuesday, the Kansas City Star reported that the SEC was going to offer Missouri a spot in the conference, and would wait until the Big 12 dust settled for an answer. The Star cited a Mizzou booster who spoke directly to a school official. Another source told The Star on Tuesday that an Oklahoma official had said the SEC is interested in Missouri, the Star reported.
But the SEC said Tuesday afternoon that the only invitation it had issued was to Texas A&M.
The Oklahoman, citing a high-ranking Big 12 official, reported Oklahoma president David Boren said Monday the school would decide between applying for the Pac-12 or staying in the Big 12. The source stressed that reforms would be necessary for Oklahoma to remain in the Big 12.

Ok, just got a chance to read and reply to the long post. Well written article, and while I would like to disagree on two points from a knee-jerk reaction, recent events have me biting my tongue.
1. "Texas and the nine dwarves." My first reaction is to dismiss this moniker because of Oklahoma's prominence in the football world. We all know the SEC wants television sets in the state of Texas, and A&M is supposed to be a pretty good school, as well. However, I just don't see them with any real pulling power in reference to football (since it seems that none of these realignment deals seem to care about any other sport). In light of recent events, and rumors, it doesn't seem as though Oklahoma has as much luster as I give them credit for. Whether the PAC was just stringing them along to make sure Texas comes, or whether the BIG really has a problem with their academics being "too weak," I guess we might not ever know, but I do know they obviously don't have the pull they thought they did.
2. "Texas A&M and OU were courted by the PAC-10 and SEC last year." I'm pretty sure this was proven to be false, as the Aggies were claiming they had a "standing invite" from the SEC, until the SEC came out and said they never offered anything to A&M and that you have to apply for membership, it isn't offered. Of course, with the way the SEC is being so P.C. this year, who the hell knows?
My last thought is that I feel like the LHN is not being executed the way UT thought it would. I read somewhere that Mack Brown was having a hard time adjusting to having the crews at practices and wanting soundbites all the time. I know this is useless without a source, but I know I didn't dream this up. Referencing the article Matt posted kinda shows that disconnect, in that ESPN is really running the network, instead of the people that know the fanbase. Of course if ESPN is pumping sunshine up your ass and all that, I guess I'd go along with some of their B.S., but after remembering what a clusterfuck they perpetrated in the whole Craig James ordeal, I'm even less inclined to trust them. Just a random thought, and not saying UT would be innocent if ESPN were pulling the strings.
Speaking of ESPN's handling of the Craig James ordeal... found this gem, and it's by none other than Jennifer Floyd Engel. I can't stand her most of the time, but this is a good piece since she doesn't fill it full of conjecture and try to be Miss "I'm oh-so-witty-and-cute," and throw in a few words that 70% of readers will have to look up to make herself seem smart. Just questions and answers.
After being able to actually watch the LHN a little last night, i must say for any longhorn fans out there, it was pretty fucking sweet. Just too bad i wasn't at my own house watching it
