In other leagues we've handled it two ways.

One drop all of their players, and then the waiver order determines who gets who.

Second, have a second mini draft for their players, and let the commish approve the trades or make the moves.

That's the draft order.

Then take a list of players who will be available:

Fred Davis - TE
Jimmy Graham - TE
