Only assuming that they have never used performance enhancing drugs... which they have.

They'd have to show that they had a serious problem and demonstrate specifically that not winning the Cy Young award is what caused it.

The other pitchers are known to have used? I must have missed the day when Randy Johnson admitted to using PEDs or sufficient evidence was found to show he did.

People don't get it. The recovery factor for a pitcher, especially a power pitcher like Clemens is huge. Imagine if Smoltz had juiced. How dominant would he have been late in his career? Further than that, people have to look past the, "Just let the all do it..." approach. Young, upcoming pitchers and hitters see the contracts those guys make. High school kids know that college scholarships are on the line. They turn to juice to put them over the top. 3 mph on a fastball can be the difference in a 12+ million dollar deal and 1.5-2 million dollar deal. Neither are chump change, but it's a huge gap. For a high school kid, it may mean the difference in getting drafted or a major scholarship or juco or nothing. They need to punish those who juice. Even though this was a perjury case, it needs to be carried out and an example made.

Ultimately, the majority of the players football/baseball/mma, etc are all on some form of performance enhancing drugs. If you don't believe that, then make sure that you don't scratch your rose colored glasses.
