                      They are not all that rare; they just stay clear of people because we kill them. Otters in the US used to be as common as squirrels. I see them from time to time.

                        yep, river otter . if you have chickens kill that stretched rat . as bad as possums . sob will kill every chicken and just chew their heads off .
